Harry has 38 years of federal service, holding a variety of positions at the U.S. Maritime Administration and later at the SBA, where he served for 15 years, prior to his retirement in June. 


Nobody knows the inner workings of the SBIC program as well as Harry -- he and his team were the brains behind the post-recession reforms that vaulted the then-stagnant program into prominence among investors and put billions of dollars into entrepreneurial investors’ hands since 2009 -- leading to the creation of thousands of jobs.


Under Harry’s leadership, the standard SBIC debenture license offered investment firms as much as three times the private capital raised -- up to $150 million.


In addition to Harry’s intimate knowledge of SBA workings, we will once again bring you the expert legal counsel of keynote speaker Michael B. Staebler. Mike is a partner with Pepper Hamilton LLP, the country’s largest and most active small business investment company practice. Mike ran an SBIC for six years and has represented more than 210 licensed SBICs since 1992.
